This notice serves to inform the following stakeholders:
- Freight Forwarders;
- Customs Brokers;
- Micro-Small-Medium-Enterprises;
- and Individuals who are operating and importing goods through Air Freight that the following instructions are to be adhered to as of November 1, 2024:
All stakeholders are informed that the Counter Clearance Concept was tested (pilot trial) and deployed at the air freight zone as of May 1, 2022. Therefore, you are all required to comply with the requirements of the special application relating to use of Identification Cards (NID, Passport or Driver's License) in the ASYCUDA World System.
Effective as of November 1, 2024, low value goods with a value for duty greater than >PGK250.00 and less than <PGK5,000.00 shall be processed using the application of Identification Cards as follows;
- To All Freight Forwarders and Brokers, you are advised to use the following valid identification cards (NID; Passport; Driver's License) to clear low value goods for importers in the ASYCUDA World System using the Simplified Single Administrative Document (SAD) Form 15 or (IC4 Entry Form) as follows;
- Use Box #8 heading "Importer" to input the importer's details and use the option Identification Card Number instead of the TIN;
- Use Box #9 heading "Person Resp. for finance" to input the importer details;
- Use Box #48 heading "Deferred Account No." as an option if required.
- In the case where there is a breach of the Customs Act and Regulation or Prohibited Import Regulation, Customs shall take full responsibility in handling the case.
- To All Importers (MSMEs and Individuals); It is mandatory that you produce the following documents to Freight Forwarders, Customs Brokers or in the case of direct imports to Customs which are deemed to be of evidence of import transactions which must include Cost, Insurance & Freight (CIF). This will assist to fast track clearance of your goods in the ASYCUDA World system.
- Air Way Bill, Invoices, Telegraphic Transfer Copy/Online Payment, Receipts and Emails;
- Commercial Invoices;
- Packing List;
- Others: Import and Export permits / Health Certificate, Phytosanitary Certificate and required documents for certain type of goods.
- General Requirements
- Complete an IC4 Check List which can be collected from Customs Operations;
- You must attach the above mentioned documents to the IC4 Checklist and submit to;
- Customs Operations if your low value goods are imported through Direct Imports via the airline (or);
- Freight Forwarder or Broker if your low value goods are imported through Consolidated Imports via the Freight Forwarder.
- Priority shall be given by Customs, Freight Forwarders or Brokers to have your declaration registered in the ASYCUDA World system to fast track the clearance of your cargo.
Take note that Sections 19 and 21 of the Customs Regulations empower the implementation of this concept, therefore, you are all required to comply with these requirements upon receipt of this notice. Refusal to comply will result in application of penalties under the Customs Act 1951.
