First Sub Committee on Customs Procedures (SCCP 1) Meeting 27 February – 1 March 2018 Gateway Hotel, Port Moresby, Papua New Guinea

  • The Sub Committee on Customs Procedures (SCCP) is an APEC sub fora which reports to the Committee on Trade & Investment (CTI). Its primary responsibilities are to look at Customs related issues that impede trade facilitation, while ensuring the security of the supply chain.
  • The first Sub Committee on Customs Procedures (SCCP 1) meeting was held at the Gateway Hotel, Port Moresby, from 27 February – 1 March 2018. The meeting was attended by delegates from Australia, Brunei Darussalam; Chile; Hong Kong China; Indonesia; Japan; Republic of Korea; Malaysia; New Zealand; Papua New Guinea; Peru; the Philippines; Singapore; Chinese Taipei; Thailand; the United States of America and Viet Nam attended the meeting.
  • The meeting was chaired by Mr James Kombuk Bire, Commissioner Trade & Corporate Services with the PNG Customs Service.
  • Mr Ray Paul, OBE, Chief Commissioner of the PNG Customs Service in his opening address at the meeting stressed the importance of collaboration among member APEC economies to enhance participation of Micro and Small Medium Enterprises (MSMEs) in the global value chain. Chief Commissioner Paul also stated that with the growth of e-commerce, Customs administrations need to work togetherto facilitate the cross border e-commerce and also secure the business environment.
  • The SCCP 1 meeting looked at issues relating to Trade Facilitation, Supply Chain Connectivity Framework, Automation, Border Measures relating to Intellectual Property Rights, Secure Trade. The SCCP endorsed its annual work program, which looks at ways to reduce transaction cost at the borders and ensure the security of the supply chain. The SCCP Annual work program will be submitted to the Committee on Trade and Investment (CTI) for consideration and endorsement.
