This notice serves to inform ALL stakeholders that there will be a trial on the implementation of Customs Counter Clearance procedure at the Konedobu International Mail Exchange.
The Phase 2 trial will be conducted by Papua New Guinea Customs Service, Post PNG Limited and supported by Air Niugini Limited within Port Moresby’s International Mail Exchange. This trial will run for two months from the 01st March – 30th April 2026.
International parcels will be selected for this trial and will be facilitated using the new IC4 Simplified Single Administrative Document (SAD Form 15 or IC4 Entry) on the digital ASYCUDA World platform for the first time. Selected consignments will be cleared over the counter without the engagement of a Customs Agent.
In accordance with the amended legislation Customs will clear your consignments with a value for duty (VFD) inclusive of cost, insurance, and freight (CIF), minimum K250.00 and maximum K5000.00. An additional Entry Processing Fee of K30.00 will be charged per Customs Entry.
If your consignment is selected during the trial period, the turnaround time of completing the over-the-counter clearance is anticipated to be less than 30 minutes depending on the network.
To support us fast track the facilitation of your goods, you are requested to comply with the following requirements:
