This Notice serves to inform the industry stakeholders, shipping agents, airlines, border agencies, importers, exporters, and the public on the officially declared International Ports of Entry within Papua New Guinea.
A “port of entry” means a place declared under Section 7(1) to be, for the purposes of Customs Act , a port of entry.
PNG Customs Service is a key government agency responsible for border security, community protection, trade facilitation and revenue collection.
Pursuant to Sections 7 and 8 of the Customs Act 1951 (Chapter 101 ) , it is responsible for declaring airports, seaports and land border ports as Ports of Entry for Customs purposes.
The following table lists the ports of entry into Papua New Guinea declared under the Customs Act for the purposes of facilitating clearance of international passengers, vessels and cargoes.
These are also ports of exit out of Papua New Guinea where Customs clearance is facilitated for exports, including the outwards clearance of vessels.

Note:
All international vessels are required to call into one of these declared ports for formal clearance to be facilitated by PNG Customs pursuant to the Customs Act, subject to exceptions under Section 25 of the Act where application can be made for clearance to be facilitated outside of the declared ports which mainly applies to small crafts and cruise ships including vessels under stress of weather or for a reasonable cause.
Application for approval for small crafts and cruise ships can be made to the National Border Command of the Enforcement Division via email NCC@customs.gov.pg
For vessels other than small crafts and cruise ships , application can be made to the offices and officers listed in the table below for approval to be given.
Certain ports and wharfs listed above are privately operated facilities and may be subject to access restrictions and specific operational approvals.

Department of Transport - Maritime Division is responsible for issuance of Certificate of ISPS Code for port security and safety on ISPS regulated ports in compliance with international standards.
It also issues Declaration of Security (DOS) for undeclared wharfs in compliance with the ISPS code that relates to security activities at each of the port facilities and assets.
Department of Transports - Policy and Monitoring Division is responsible for declaration of airports that meet the ICAO standards as declared aerodromes as “international airport”.
