Pursuant to the first notice, this notice serves to inform ALL stakeholders that there will be an extension on the implementation of the Customs Counter Clearance process at the Konedobu International Mail Exchange.
The Phase 2 trial will be conducted by Papua New Guinea Customs, Post PNG Limited, and supported by Air Niugini Limited within Port Moresby's International Mail Exchange. This trial will run for another two months from the May 4 – 30th June 30, 2026.
International parcels will be selected for this trial and will be facilitated using the new IC4 Simplified Single Administrative Document (SAD Form 15 or IC4 Entry) on the digital ASYCUDA World platform for the first time. Selected consignments will be cleared over the counter without the engagement of a Customs Agent.
In accordance with the amended legislation, Customs will clear your consignments with a value for duty (VFD) inclusive of cost, insurance, and freight (CIF), minimum K250.00 and maximum K5,000.00. An additional Entry Processing Fee of K30.00 will be charged per Customs Entry. If your consignment is selected during the trial period, the turnaround time for completing the over-the-counter clearance is anticipated to be less than 30 minutes, depending on the network.
To support us fast-track the facilitation of your goods, you are required to comply with the following requirements:
- All MSMEs (sole traders) and individuals must have a valid Identification Card, such as NID, Driver's License, or Passport bio-data page to have your goods cleared through the Customs ASYCUDA World System.
- All MSMEs (sole traders) must be registered with the Investment Promotion Authority.
- Present transaction documents, including invoices, TT copy, and email copies, deemed as evidence of the transaction.
PNG Customs will use this information to facilitate real-time counter clearance. Based on the import documents provided, applicable duties and taxes will be assessed and applied to be paid using EFTPOS, Online Payment, or Prepayment Account to allow your consignments to be cleared over the counter.
Please be informed that NO CASH PAYMENTS WILL BE ACCEPTED.
